To control the cost of prescription drugs, pharmacy benefit managers negotiate rebates with drug manufacturers and say they pass these rebates along to consumers. The drug manufacturers provide these rebates in exchange for getting their medications listed on the PBM formulary. Rebates are legal but the agreements behind them are mostly unknown and researchers do not know what percentage of the rebates the PBMs retain and what percentage goes to consumers.
