Occupancy rates in nursing homes are falling at a time when states, like Connecticut, are providing financial incentives to care for people at home, or in community; and Medicaid and Medicare reimbursements to nursing homes are shrinking. In addition, nursing homes face competition from assisted living facilities that are not regulated. With fewer beds occupied, nursing home owners have struggled to maintain high quality care ratings. In addition, many nursing facilities have made changes: upgrading facilities, diversifying services to attract clients for rehabilitation, and offering long-term residential stays.
