This is the year when the training wheels come off the Medicare Part D prescription drug benefit. Though Part D remains a political lighting rod. In 2007 the programs critics had little fodder in the form of systemic breakdowns in the administration of the new benefit. But don’t be fooled – the jury is still out about whether it will be a sustainable market for providers, insurers and beneficiaries.
