As part of Californa’s effort to save money, the Legislature voted to eliminate the state’s adult day health care program as a Medi-Cal benefit. That decision, coupled with the governor’s veto of a proposed replacement program, prompted the state to devise a new way to deliver subsidized care for about 35,000 low-income Californians, many of them frail and elderly. The state’s plan was challenged in court. A new, smaller statewide program was formed as part of a settlement of the lawsuit.
