Universal background checks would require background checks for all firearm sales. Federal law requires background checks only on sales from licensed gun dealers and exempted private sellers from the requirement. This created a loophole allowing sales without a background check between friends, strangers, family members, at gun shows and via the internet.
At least 22 states and Washington, D.C., have extended background checks to cover at least some private sales.
