Outside of the 33 states that use the federal marketplace at www.healthcare.gov, consumers in 17 states and the District of Columbia can enroll in health insurance under the Affordable Care Act (See this CMS site for information on the number of state based marketplaces). The federal marketplace and the SBMs are the only sites where consumers can buy comprehensive health insurance that fully complies with the Act’s requirements.
