The federal Department of Health and Human Services says the term federal poverty level (or FPL) is ambiguous and should be avoided. Instead, HHS recommends using the term federal poverty guidelines, which HHS publishes each year in the Federal Register. The guidelines are used to determine financial eligibility for certain federal programs such as subsidies for health insurance.
