This six-week enrollment period on HealthCare.gov will be open to people with certain qualifying life events, and to those who paid a penalty with their federal income tax return for not having insurance in 2014. By enrolling now, they limit the penalty to just a few months of 2015. HealthCare.gov also provides a short questionnaire to help insurance shoppers determine if they qualify for the enrollment period.
