This story summarized changes in Regence Blue Cross Blue Shield’s business strategy over the last several years, including its increased emphasis on for-profit investment ventures.

I used published rates information, as well as filings regarding Regence’s overseas investments.

I spoke to several stakeholders inside and outside Regence.
Results:
Regence Blue Cross Blue Shield is still the number one insurer in Oregon.
