The FBI differentiates its definition between international terrorism and domestic terrorism:

International terrorism is a violent and criminal act committed by an individual or group associated with or inspired by a foreign terrorist organization or enemy state.

Domestic terrorism is a violent and criminal act committed by an individual or group to further “ideological goals stemming from domestic influences, such as those of a political, religious, social, racial, or environmental nature,” according to the FBI.
