Section 1115A of the Social Security Act was added to the Affordable Care Act to establish the Center for Medicare and Medicaid Innovation (CMMI) to test new payment models. Such payment models include those for which there is evidence that they address a defined population for which there are deficits in care leading to poor clinical outcomes or potentially avoidable expenditures.
