Pat Quinn \n\n\nSabrina Corlette\, research professor and project director at the Health Policy Institute at Georgetown University \n\n\nDavid DiLoreto\, M.D.\, chief clinical operations and innovation officer\, Presence Health \n\n\nTime: 6 p.m. refreshments; 6:30 p.m.  program \nLocation: Columbia College Journalism Department33 East Congress\, Room 219 (southwest corner of Wabash and Congress\, under the L tracks) \nLess than a year from now\, states must be ready to enroll millions of people in insurance exchanges\, as outlined in the 2010 health care overhaul law. Or\, the federal government will step in to do the job\, or part of it. States also have the option of opening their Medicaid programs to millions of new participants. But that’s not much time\, considering their long to-do lists. \n At least half a dozen Republican governors had delayed implementation efforts in hopes that the Supreme Court would rule the law unconstitutional\, or that Gov. Mitt Romney would win the November election and repeal the law. Neither happened\, but even if they decide now to run their own exchanges\, it will be difficult for those states _ and some others _ to be ready in time\, say health care experts. Illinois is seeking federal help with its exchange in 2014\, but is aiming to operate its own after that. \n States had to notify Washington by Nov. 16 whether they intended to run their own exchanges in 2014 and must submit plans on how they plan to do so by Dec. 14. By Jan. 1\, they must convince the Department of Health and Human Services that they are on track to be able to do it in time. At the same time\, insurance companies are scrambling to create new health plan products to sell on the exchanges\, but industry leaders complain they don’t have the necessary guidance and that time is running out. \n What information do the states still need from the federal government about how the federal and partnership exchanges will work? How much latitude will the states have to handle eligibility for Medicaid and to make sure that people transitioning between Medicaid and subsidized private insurance in the exchanges won’t have gaps in coverage? Can the federal government be ready with its own back-up exchanges? DESCRIPTION:ProPublica will launch a revamped news application featuring data organized in a way that makes it easier for reporters to write local stories about homes in their areas\, comparing them to one another and ranking states against others. \nProPublica’s Charles Ornstein and Lena Groeger will walk conference call participants through the beta version of the app and answer any questions. Stories produced from this data will be embargoed until Monday\, Dec. 17\, when the new site goes live. \nNursing Home Inspect allows people to search and analyze details of recent nursing home inspection reports from the Centers for Medicare and Medicaid Services (CMS). Currently\, you can search by facility name\, the deficiency or by keyword. However\, the updated version incorporates new information about nursing home fines and aggregates deficiency and fine data at the home and state level. Yet policymakers have been slow to recognize the implications of this unprecedented increase in longevity. \nAs a result\, social institutions of all kinds – workplaces\, communities\, families\, educational organizations\, health care providers – haven’t yet adapted to the challenges and opportunities posed by America’s aging population. Nor is there any consensus over what successful adaptation might look like. \n\nAntonucci \nOlshansky \nZissimopoulos \n\nThe mission of the MacArthur Foundation Network on an Aging Society\, established in 2008\, is to articulate a framework that can guide effective responses to the aging of America and to promote policy options that help achieve this objective. \nIn this webcast\, on Dec. 4 at 4 p.m. ET\, three members of the MacArthur Network will discuss noteworthy trends and research in aging\, including a recent study on troubling disparities in life expectancy that was featured on the front page of The New York Times. Judith Graham\, AHCJ’s topic leader on aging\, will moderate. \nToni Antonucci is a research professor at the Life Course Development Program and the Elizabeth M. Douvan Collegiate Professor of Psychology at the University of Michigan. Her research focuses on social relations across the life span\, including multigenerational studies of the family and comparative studies of social relations across the life span in the United States\, Europe and Japan. \nS. Jay Olshansky is a professor in the School of Public Health at the University of Illinois at Chicago\, as well as a research associate at the Center on Aging at the University of Chicago and at the London School of Hygiene and Tropical Medicine. The focus of his research has been estimates of the upper limits to human longevity; the health and public policy implications associated with individual and population aging; forecasts of the size\, survival\, and age structure of the population; and the pursuit of the scientific means to retard aging in peoples. \nJulie M. Zissimopoulos is an associate professor in the Department of Pharmaceutical Economics and Policy at the University of Southern California. She is also the associate director of the Schaeffer Center for Health Policy and Economics. She specializes in the economics of aging. Topics of special interest are medical expenditures at older ages\, savings and wealth\, labor force behavior\, and financial and non-financial support between generations of family members.

SUMMARY:Application deadline: AHCJ Reporting Fellowships on Health Performance
DESCRIPTION:The AHCJ Reporting Fellowships on Health Care Performance is a yearlong program allowing journalists to pursue a significant reporting project related to the U.S. health care system. It can be local or national in scope\, or a little of both — say an aspect of the Affordable Care Act playing out in your community or subject specialty\, or the impact of particular evidence-based treatments on health outcomes\, or an analysis of a health care organization’s performance\, using public data sets. Fellows pursue the projects with the support of their newsrooms or freelance outlets\, which commit to publish or air the work.  \nGuidance is provided by AHCJ fellowship leaders through customized seminars on health care systems\, conference calls and email consultations. The fellowship covers the cost of attending the seminars and AHCJ conferences\, and a project allowance is available to defray the cost of field reporting\, health data analysis and other project-related research. In addition\, each fellow will receive a $2\,500 fellowship award upon the successful completion of the project. \nExtended deadline!\nBecause of power outages and other woes brought upon the East Coast by Hurricane Sandy\, AHCJ has extended the deadline for applications by a few days. DESCRIPTION:The National Advisory Council (NAC) for the Agency for Healthcare Research and Quality (AHRQ) will meet on November 9 at AHRQ’s offices. The council provides advice to the Department of Health and Human Services (HHS) Secretary and the director of the Agency. The council consists of 21 members from the private sector and seven ex-officio members from other federal health agencies. \nThe meeting will begin with a report from the NAC Subcommittee on Children’s Health Care Quality Measures\, a group established to assist HHS with the Children’s Health Insurance Program Reauthorization Act (CHIPRA) recommendations. Antos’ research focuses on the economics of health policy\, including Medicare reform\, health insurance regulation\, and the uninsured. He is the editor\, with Alice Rivlin\, of “Restoring Fiscal Sanity 2007: The Health Spending Challenge” (Brookings Institution Press\, 2007). Before joining AEI\, Antos was assistant director for health and human resources at the Congressional Budget Office\, and he held senior positions in the U.S. Department of Health and Human Services\, the Office of Management and Budget\, and the President’s Council of Economic Advisers. \nKaren Davis\, president of The Commonwealth Fund\, is an economist with a career in public policy and research. Before joining the Fund\, she served as chairman of the Department of Health Policy and Management at The Johns Hopkins School of Public Health\, where she also was a professor of economics. She served as deputy assistant secretary for health policy in the Department of Health and Human Services from 1977–80. Prior to her government career\, Davis was a senior fellow at the Brookings Institution in Washington\, D.C.\, a visiting lecturer at Harvard University\, and an assistant professor of economics at Rice University. She received her Ph.D. in economics from Rice University\, which recognized her achievements with a Distinguished Alumna Award in 1991. Davis is the recipient of the 2000 Baxter-Allegiance Foundation Prize for Health Services Research. In 2001\, she received an honorary doctorate in humane letters from John Hopkins University. In 2006\, she was selected for the AcademyHealth Distinguished Investigator Award and the Picker Award for Excellence in the Advancement of Patient Centered Care. Davis has published books\, monographs\, and articles on health and social policy issues\, including “Health Care Cost Containment\, Medicare Policy\, National Health Insurance: Benefits\, Costs\, and Consequences” and “Health and the War on Poverty. “ \nJohn Rother is president and chief executive officer of the National Coalition on Health Care. The Coalition’s membership includes medical societies\, businesses\, unions\, health care providers\, faith-based associations\, pension and health funds\, insurers\, and groups representing consumers\, patients\, women\, minorities\, and persons with disabilities. Rother was the longtime executive vice president for policy\, strategy\, and international affairs at AARP. From 1981 to 1984\, Rother was staff director and chief counsel for the U.S. Senate Special Committee on Aging under Chairman John Heinz (R-PA). From 1977 to 1981 he served as special counsel for Labor and Health to U.S. Senator Jacob Javits (R-NY). Rother serves on several boards\, including the American Board of Internal Medicine Foundation\, the National Quality Forum\, the Alliance for Health Reform\, the Pension Rights Center\, and Generations United. He also serves on the MacArthur Foundation’s Aging Society Network and the Institute of Medicine’s National Roundtable on Value and Science-Driven Health Care. In 2010 Rother received the Robert Ball Award for Outstanding Achievements in Social Insurance from the National Academy of Social Insurance. \n  \n

DESCRIPTION:The 2012 Aging and Society: An Interdisciplinary Conference will address a range of critically important issues and themes relating to Aging and Society. Plenary speakers include some of the leading thinkers in these areas\, as well as numerous paper\, colloquium and workshop presentations. \nAging in Society is an international conference\, a cross-disciplinary scholarly journal\, a book imprint and an online knowledge community which\, together\, set out to describe\, analyze and interpret the role of aging in society. The intellectual project seeks to examine the economic\, health\, wellness\, political and social aspects of aging in society \nParticipants are invited to submit a proposal for an in-person paper presentation\, workshop/interactive session\, poster/exhibits session\, or a jointly presented colloquium. We also encourage innovative presentation formats\, such as roundtables\, staged dialogues\, screenings and performances. Parallel sessions are loosely grouped into streams reflecting different perspectives or disciplines. Each stream forms a talking circle\, an informal forum for focused discussion of issues and Conference themes. For those unable to attend the Conference in person\, virtual participation is also available. \nParticipants may choose to  submit written papers before or after the Conference for possible publication in the peer reviewed Aging and Society: An Interdisciplinary Journal. Virtual participants also have the option to submit papers for consideration by the Journal. If Mitt Romney wins\, they will probably anticipate repeal – but what happens to all the preparatory work they’ve been doing for the past two years\, and will it contribute to new state-based solutions that Romney says he wants? Ario provides strategic consulting and policy analysis to assist state governments\, health plans and foundations in preparing for the implications of healthcare reform\, with a particular emphasis on implementing health insurance exchanges. He previously served as director of the Office of Health Insurance Exchanges at the U.S. Department of Health & Human Services (HHS)\, where he led efforts to implement provisions of President Obama’s health care reform initiative. He was the administration’s point person for standing up health insurance exchanges. Prior to his federal service\, Ario was Pennsylvania insurance commissioner. He served on the executive committee of the National Association of Insurance Commissioners (NAIC) for a decade and was elected three times to as an NAIC officer. He was also president of the National Insurance Producer Registry for two years and executive director of the Oregon State Public Interest Research Group for seven years. \nCheryl Smith is a director at Leavitt Partners\, where she helps guide the firm’s health insurance exchange practice. Smith worked in the Utah Governor’s Office of Economic Development as the director of the Utah Health Exchange office. There she played a central role in Utah’s Health Insurance Exchange\, one of only two functioning state health insurance exchanges in the country. Her leadership and expertise drew national attention as Utah’s health insurance exchange was recognized in the Washington Post\, The Boston Globe\, The Wall Street Journal\, Forbes.com\, and BusinessWeek.com. Smith was a Visiting Health Policy Fellow at The Heritage Foundation in Washington\, D.C. While at Heritage she focused her research\, analysis\, and writing on the State Children’s Health Insurance Program (SCHIP)\, Medicare drug pricing\, and state health system reform. \nHeather Howard is a lecturer in public affairs at Princeton University and director of the State Health Reform Assistance Network\, a program funded by the Robert Wood Johnson Foundation. She served as the commissioner of health and senior services for New Jersey\, where she was responsible for oversight of public health services\, regulation of health care institutions\, hospital financing\, senior services\, and health care policy and research. Her prior public policy experience includes work in the U.S. Senate and House of Representatives\, for the Domestic Policy Council at the White House\, and for the Health Care Task Force within the Antitrust Division at the U.S. Justice Department.

His current research focuses on health and social networks\, namely how a person’s ill health\, disability\, health behavior\, healthcare\, and death can influence the same phenomena in others within the person’s social network.\nRhonda Cornum\, Brigadier General US Army\, Ph. D.\, M.D.\, is the Director of Comprehensive Soldier Fitness in the Army G-3/5/7 and the author of She Went to War: the Rhonda Cornum Story. She created the soldier fitness-training program for the US Army.
