Health insurance marketplaces will launch open enrollment later this year\, with states choosing among a federal program\, a federal-state partnership or a state-operated program. \nPanelists:\n• Jay Angoff\, the first director of the U.S. Office of Consumer Information and Insurance Oversight\, Angoff led Affordable Care Act implementation efforts. A former Missouri insurance commissioner\, he is currently an attorney with Mehri & Skalet in Washington\, D.C. \n• Rep. George Keiser\, R-N.D.: First elected to the North Dakota House of Representatives in 1993\, he represents the 47th District. Keiser served as president of the National Conference of Insurance Legislators in 2012. \n• Sen. Mitt Romney would win the November election and repeal the law. Neither happened\, but even if they decide now to run their own exchanges\, it will be difficult for those states – and some others – to be ready in time\, say health care experts. \nRepublican Georgia Gov. Nathan Deal said in August that he will not use federal money to expand Medicaid in Georgia\, and the state is expected to allow the federal government to operate its insurance exchange. \nHow will a federal exchange work\, and will the federal government be ready to begin enrolling people this fall? Will hospitals and insurers be ready in time? Can states change their mind about expanding Medicaid? Can they partially expand Medicaid? Will some people who would have gotten Medicaid get subsidies to instead buy coverage in the insurance exchange? From 1991 he held a wide range of senior public health and academic roles in Australia\, followed by three years as senior epidemiologist with the New York Academy of Medicine in the United States. In January 2009 he was appointed director of the new Department of Ageing and Life Course at the World Health Organization in Geneva\, Switzerland. Beard’s involvement in the health of older adults began during his time as a clinician. Later\, the public health group he led was responsible for developing Stay on Your Feet\, one of Australia’s first and largest community based programs to prevent falls in older adults. A core aspect of this program was an intensive evaluation that demonstrated that not only did the intervention reduce hospital admissions for falls\, but that it was extremely cost effective\, conservatively saving over $20 for every $1 invested. \n\n  \n\nLinda P. Fried \n\nLinda P. Fried\, M.D.\, M.P.H.\, is a leader in the fields of epidemiology and geriatrics. She has dedicated her career to the science of healthy aging\, particularly the prevention of frailty and disability\, and design of approaches that will strengthen the benefits to all of being an aging society. The latter includes the design of health-promoting activities and roles for older adults that solve major societal needs. Fried co-founded Experience Corps\, a community-based senior volunteer program designed to support the academic success of children while also serving as a health promotion program for older adults. Fried’s scientific career has defined the phenotype of frailty as a new clinical syndrome\, provided evidence as to its causes and identified opportunities for prevention. Her research has also identified approaches to prevent cardiovascular disease and the loss of independence with aging. Fried is the recipient of numerous honors and awards\, including the APHA Archstone Award\, the U.S. national Bridge Builders Award\, the Maxwell Pollock Award of the Gerontological Society of America\, and has been named a “Living Legend in Medicine” by the U.S. Congress. She is an elected member of the National Academy of Sciences’ Institute of Medicine and of the Association of American Physicians where she serves on the governing council. She is a member of the World Economic Forum Global Agenda Council and Council on an Aging World and of the MacArthur Network on an Aging Society. \n\n  \n\nPaul Hogan \n\nPaul Hogan is the co-founder and chairman of Home Instead Senior Care\, the world’s leading in-home senior care company\, and has dedicated his career to shifting negative perceptions that are associated with aging. Established in 1994\, Home Instead identified and responded to an emerging worldwide need to provide affordable home care for the rapidly aging population. Home Instead’s model of privately paid non-medical home has established a new model of senior care and has become an integral component of the medical continuum. Or\, the federal government will step in to do the job\, or part of it. States also have the option of opening their Medicaid programs to millions of new participants. But that’s not much time\, considering their long to-do lists. \n At least half a dozen Republican governors had delayed implementation efforts in hopes that the Supreme Court would rule the law unconstitutional\, or that Gov. Mitt Romney would win the November election and repeal the law. Neither happened\, but even if they decide now to run their own exchanges\, it will be difficult for those states _ and some others _ to be ready in time\, say health care experts. Illinois is seeking federal help with its exchange in 2014\, but is aiming to operate its own after that. \n States had to notify Washington by Nov. 16 whether they intended to run their own exchanges in 2014 and must submit plans on how they plan to do so by Dec. 14. By Jan. 1\, they must convince the Department of Health and Human Services that they are on track to be able to do it in time. At the same time\, insurance companies are scrambling to create new health plan products to sell on the exchanges\, but industry leaders complain they don’t have the necessary guidance and that time is running out. \n What information do the states still need from the federal government about how the federal and partnership exchanges will work? How much latitude will the states have to handle eligibility for Medicaid and to make sure that people transitioning between Medicaid and subsidized private insurance in the exchanges won’t have gaps in coverage? Can the federal government be ready with its own back-up exchanges? SUMMARY:Conference call: Launching Nursing Home Inspect 2.0
DESCRIPTION:ProPublica will launch a revamped news application featuring data organized in a way that makes it easier for reporters to write local stories about homes in their areas\, comparing them to one another and ranking states against others. \nProPublica’s Charles Ornstein and Lena Groeger will walk conference call participants through the beta version of the app and answer any questions. Stories produced from this data will be embargoed until Monday\, Dec. 17\, when the new site goes live. \nNursing Home Inspect allows people to search and analyze details of recent nursing home inspection reports from the Centers for Medicare and Medicaid Services (CMS). Currently\, you can search by facility name\, the deficiency or by keyword. However\, the updated version incorporates new information about nursing home fines and aggregates deficiency and fine data at the home and state level.
