For children\, the expansion will be almost evenly split among Medicaid (3.2 million)\, health insurance exchanges or marketplaces (3 million) and employer sponsored insurance (2.5 million). The inclusion of pediatric dental benefits in the health care reform law was hailed as a breakthrough by advocates working to get dental services better integrated into the nation’s larger health care system. \nNow states are tackling the challenges of offering dental benefits on their exchanges. What services are they offering? Are they affordable? Are families buying them and will they know how to use them? \nAs for Medicaid expansions\, how are qualifying kids who need coverage going to get it? \nDo states have strategies for guiding new families to care in places where there is a short supply of dentists? \nWe’ll get early assessments of whether health care reform is actually getting dental care to more kids\, through private insurance and Medicaid expansions. Panelists will include Colin Reusch of the Childrens Dental Health Project\, who will offer a national look\, as well as Evelyn Ireland\, executive director of the National Association of Dental Plans. Prior to joining CDHP\, Reusch worked on young alumni programs at Eastern Kentucky University and local government policy issues at the Kentucky League of Cities. \nEvelyn F. Ireland is executive director of the National Association of Dental Plans\, which promotes and advances the dental benefits industry to improve consumer access to affordable\, quality dental care. She has upcoming features in Women’s Health and Discover. The 2013 AHCJ Reporting Fellowship on Health Care Performance is her first fellowship and she’s enjoying every minute of it. For her project\, she’s writing about disparities in access to genetic counseling\, genetic testing\, and to follow up care. One of her stories will run in the November issue of Nature Medicine\, and two will go in Slate in November and December. In addition to freelancing\, Erdmann and colleague co-produce The Open Notebook\, a craft focused site for science journalists.  \nRebecca Palpant Shimkets is assistant director for The Rosalynn Carter Fellowships for Mental Health Journalism of the Carter Center Mental Health Program\, which awards stipends to 10 professional journalists in the United States\, South Africa\, and Romania each year to produce a significant work on mental health or mental illnesses. The fellowship program has been sustained in New Zealand as the New Zealand Mental Health Media Grants Program through a partnership between Like Minds\, Like Mine and the Mental Health Foundation of New Zealand. Palpant Shimkets is an active participant on advisory boards and within national work groups related to stigma and accurate portrayals of mental illnesses in the media.  \nMichelle Levander is founding director of The California Endowment Health Journalism Fellowships and editor-in-chief of its website\, ReportingonHealth.org. Levander has reported in Asia\, Latin America and the United States for Time Magazine Asia\, The Asian Wall Street Journal and The San Jose Mercury News. During her journalism career in California\, Levander wrote about education\, business health policy\, worker health and safety\, and the culture of Silicon Valley. In Asia\, she reported from China\, India\, South Korea\, and Vietnam on the region’s fast-changing technology scene. She was founding editor of The Technology Journal at The Asian Wall Street Journal and Technology Editor at Time Asia. She has received journalism awards from the Overseas Press Club of America\, the Inter American Press Association\, and the Society of Professional Journalists. AHCJ will sponsor a webcast on this topic on Thursday\, Oct. 17\, at 2 p.m. Eastern. \nAbout rural Americans and insurance\nNearly one in five uninsured Americans live in rural areas\, and a greater proportion of rural residents lacks health insurance compared with the proportion of urban residents without health care coverage. One of the goals of the Affordable Care Act is to help make health insurance coverage affordable and accessible for the approximately 60 million Americans who live in rural areas. The federal Department of Health and Human Services has said the health insurance marketplaces will help to lower costs by increasing competition\, especially in the 29 mostly rural states where a single insurer currently dominates more than half of the health insurance market. \nWhether the ACA does in fact lower costs by increasing competition remains to be seen\, but lower costs is a significant goal given that studies show that one in five U.S. farmers faces medical debt and\, on average\, families pay about half of their health care costs out-of-pocket\, HHS said. \nSpeakers\nThe panelists will be Al Cross\, director of the Institute for Rural Journalism and Community Issues at the University of Kentucky; Alan Morgan\, CEO of the National Rural Health Association; and Jim Doyle\, who covers the business of health care for the St. Louis Post-Dispatch. DESCRIPTION:The National Rural Health Association will hold its Rural Health Clinic Conference 2013\, Oct. 1-2 in Austin\, Texas. \nAmong the general session topics will “Navigating accountable care headwaters: Five critical strategies\,” and “Advancing effective communication in rural America\,” a presentation by Leon Rodriguez\, JD\, of the Office for Civil Rights of the Department of Health and Human Services. \nImmediately following the NRHA’s conference will be the NRHA Critical Access Hospital Conference 2013\, Oct. 2-4\, in Austin\, Texas. \n\nAmong the general session topics will be updates on national legislative and regulatory issues\, including a discussion of the report in August from the HHS Office of Inspector General on critical access hospitals. In this report\, “Most Critical Access Hospitals Would Not Meet the Location Requirements if Required to Re-Enroll in Medicare\,” the OIG said CMS could save $449 million by de-certifying two-thirds of such hospitals that do not meet certain CMS requirements.
