DESCRIPTION:As we approach the ACA’s third open enrollment\, health insurance is still far from universal for some minority groups. One in five Hispanics were uninsured last year. And although coverage rates among African Americans have surged nationally\, success has varied from state to state based on Medicaid expansion decisions and other factors.
