SUMMARY:Obamacare on the Ground: How is the Affordable Care Act Taking Shape in the States?
DESCRIPTION:10 a.m.\, National Press Club\, Lisagor Room\nA panel of state-level officials and the former federal official responsible for implementation of the Affordable Care Act will discuss how the ACA is developing as goes into effect state by state on Friday\, March 8 at 10 a.m. While the ACA is a federal law\, its implementation is taking a broad range of forms as state lawmakers\, regulators and executives turn policy into practice. Health insurance marketplaces will launch open enrollment later this year\, with states choosing among a federal program\, a federal-state partnership or a state-operated program. \nPanelists:\n• Jay Angoff\, the first director of the U.S. Office of Consumer Information and Insurance Oversight\, Angoff led Affordable Care Act implementation efforts. A former Missouri insurance commissioner\, he is currently an attorney with Mehri & Skalet in Washington\, D.C. \n• Rep. George Keiser\, R-N.D.: First elected to the North Dakota House of Representatives in 1993\, he represents the 47th District. Keiser served as president of the National Conference of Insurance Legislators in 2012. \n• Sen. Neil Breslin\, D-N.Y.: Breslin is in his ninth term in the New York State Senate\, where he represents the 44th District. He formerly chaired NCOIL’s State/Federal Relations Committee and is now the organization’s vice president. \n• Mila Kofman: Kofman is executive director of the DC Health Benefit Exchange\, created under the ACA.
